Falcon Rappaport & Berkman Welcomes J. William Eshelman as Partner, Expanding Government Contracts, Regulatory, and Compliance Offerings, and Announces the Launch of the Firm’s Washington D.C. Office

Falcon Rappaport & Berkman (FRB) is pleased to announce that J. William “Bill” Eshelman has joined the firm as a Partner. Mr. Eshelman will expand the firm’s Government Contracts, Regulatory, and Compliance capabilities, bringing decades of experience representing clients in high-stakes government contracting, compliance, and business ethics matters in Washington, D.C., a new office for the firm. 

Bill Eshelman is a former Commissioner at the Armed Services Board of Contract Appeals and a retired Lieutenant Colonel in the U.S. Air Force Reserves (as a Judge Advocate). He has advised and represented companies at all levels of the supply chain in government, manufacturing, construction, and commercial contracts, including bid protests, cost accounting issues, terminations, contract formation and administration, contract disputes, internal investigations, voluntary disclosures, and False Claims Act defense.

Bill's practice spans commercial, government, construction, and technology industries, assisting clients with compliance programs, audits, export controls, and related regulatory matters.

Over his career, Bill has represented clients in matters before the Government Accountability Office, the Court of Federal Claims, the Boards of Contract Appeals, and numerous federal and state courts. Notable engagements include equitable adjustment claims and disputes related to NASA and the U.S. Department of Defense, bid protests involving enterprise-wide software systems, and arbitration of complex technical manufacturing disputes.
