Professional Experience

Todd is Senior Counsel in FRB’s Taxation Practice Group. Todd advises clients on a wide range of federal, state, and international tax matters. Prior to joining FRB, Todd worked for the IRS Office of Chief Counsel, Large Business and International Division. Before Chief Counsel, he spent time at global law firms and a Big Four accounting firm, concentrating primarily on transactional tax planning and real estate taxation.

In his prior roles, Todd obtained broad experience in many areas of tax planning, including mergers and acquisitions, joint ventures, capital markets, credit agreements, opportunity zones, like-kind exchanges, transfer taxes, tax treaty matters, tax-exempt entities, accounting methods, corporate governance, and employee benefits.
